Ferdinand | EducationGhana |June 27| Teacher Licensing Reforms: Examination Pass Mark to be Increased from 50% to 70% – NTC

The National Teaching Council (NTC) has said that it shall increase the Ghana Teacher Licensure Examination (GTLE) Paas’s mark from 50% to 70%.

This the NTC said shall be part of its reforms to take effect from  September 2023.

The Registrar of the National Teaching Council (NTC), Dr Christian Adai Poku made this revelation during his submission on the Ghana Broadcasting Corporation (GBC) Sunday night’s current affairs programme “TALKING POINT” on June 25, 2023.

“Per the policy that is yet to be finally approved, the pass mark for the reformed Ghana teacher licensure examination (GTLE) is 70 per cent. The current pass mark is 50 per cent but the one they are going to write will be 70%,” he noted.

Asked how the format for the 2023 September reformed teacher licensure examination (GTLE) will be the Registrar of the National Council said for each subject there will be multiple choices for all the national examination questions.

“For all the subjects there will be multiple choices for all the questions excerpt for the general paper where the literacy I mean the candidate will have to express him/herself but all the others will be multiple choice questions,” Addai said.

Background

A total of 6,451 (83.5%) teachers failed the 2023 Ghana Teacher Licensure Examination conducted in May 2023.

The results were released by the National Teaching Council after the teachers wrote the re-sit papers.

Giving a statistical breakdown of the results in a Citi News interview, the Public Relations Officer for the Council, Dennis Osei-Owusu, indicated that out of the 7,728 teachers who participated in the re-sit exams, only 1,277 passed.

He raised concerns about the outcome of the licensure re-sit exams and its implications on the educational sector.

GTLE Rules and Regulations

“In all we had 7,728 candidates sat for the exams and these candidates were all resiters. They are teachers who had written it before and they couldn’t make it. The least is twice written, and the highest is 9 times. These are the group of people who sat for the exams. Only 1,277 passed the exams, they are the only people who passed and don’t have a deficit again. 16.5% of them passed the exams.

“It’s a national security threat, we have people going to the classrooms to teach our future generations and if I tell you the kind of things some of them wrote, you ask the kind of training they had in their various training institutions before they got here. Everything shows that most of them are not ready to be teachers, they just want to explore the system,” the Public Relations Officer of the National Teaching Council highlighted.

Meanwhile, Dennis Osei-Owusu outlined some alternative measures for candidates who failed the licensure re-sit exams.

“They still have the opportunity to write once more. We have introduced a reform, where the nature of the exams is going to change. And so they are doing the last one, they are going to be given a last opportunity to write, if they are not able to make it, then they have to join the reform and pick the exams again.

“Those who qualify for the reform are only teachers with bachelor’s degrees. If you don’t have a bachelor’s degree and you want to join the reform or subject-based up-grade, then they have to get a degree before they can come and sit for that one, that is the arrangements we have for them,” he noted.
