Former President John Dramani Mahama has outlined an ambitious 120-day social contract aimed at transforming Ghana’s governance and economic landscape if elected in the upcoming presidential election. The contract details a comprehensive plan to address critical national challenges, streamline governance, and introduce impactful social interventions.
John Mahama was elected with an overwhelming votes inn the 2024 election and is expected to implement his bold policies in his first 20 days as president in 2025 after the upcoming January 2025 handing over ceremony.
Restructuring Governance
Mahama pledges to nominate a full cabinet within 14 days of assuming office, creating the leanest and most efficient government under the Fourth Republic within his first 90 days. A robust code of conduct for all government officials will be established to ensure transparency and accountability.
Additionally, he plans to hold a National Economic Dialogue to assess the true state of the economy and develop a homegrown fiscal consolidation strategy.
Tax Reforms to Ease Hardships
To alleviate economic burdens, Mahama intends to scrap several taxes, including the E-Levy, COVID levy, 10% levy on bet winnings, and the emissions levy. He also proposes reviewing taxes on vehicles and equipment imported for industrial and agricultural purposes within 90 days.
Economic Transformation
An Accelerated Export Development Council (AEDC) will be established to promote exports, while the drafting of legal amendments will pave the way for the implementation of a 24-hour economy policy.
Social Interventions and Education Reforms
Mahama’s plan includes bold social interventions such as:
Free tertiary education for persons with disabilities.
The “No-Academic-Fee” policy for first-year students in public tertiary institutions.
Distribution of free sanitary pads to female students in primary and secondary schools.
A national consultative conference on education will be convened to build consensus on critical improvements.
Fighting Corruption and Promoting Accountability
Mahama’s contract highlights the initiation of forensic audits into high-profile scandals, including the collapse of indigenous banks, COVID-19 expenditures, and the National Cathedral project. He also aims to ban political appointees from purchasing state assets and revise the Customs Act to support local automotive industries.
Environmental Sustainability
The plan includes banning illegal mining activities, rolling out the “Tree for Life” and “Blue Water Initiative,” and turning degraded areas into recovery hubs.
Security and Justice
Mahama intends to investigate unresolved criminal cases, including the murder of Ahmed Hussein-Suale and election-related violence. Efforts will also be made to compensate victims of the Akosombo Dam spillage disaster.
Cultural and Tourism Promotion
Through the “Black Star Experience,” Mahama plans to position Ghana as a preferred destination for culture, arts, and tourism.
