Thomas Musah Tanko, GNAT General Secretary, praises government efforts to remove systemic barriers in teacher promotions within the Ghana Education Service, following years of stagnation at the deputy director rank.
Teachers Have Been Suppressed for Years- GNAT’s Thomas Musah Commends New Promotion Reforms
The General Secretary of the Ghana National Association of Teachers (GNAT), Thomas Musah Tanko, has voiced concerns about the long-standing systemic suppression of teachers within the Ghana Education Service (GES), especially regarding their career progression beyond the rank of deputy director.
Speaking in an interview on Citi Eyewitness News on Friday, April 25, Musah expressed deep appreciation to President John Dramani Mahama and the Minister for Education, Haruna Iddrisu, for intervening to facilitate teacher promotions. However, he questioned the delay in dismantling what he described as an entrenched barrier within the promotional structure.
“I want to express our profound gratitude to the President and the sector minister regarding the decoupling of the deputy director rank. The substantive question is, why has it been delayed?” he queried.
Musah elaborated on the restrictive nature of the existing promotion system, noting that it effectively blocked teachers from advancing beyond the deputy director rank unless rare conditions were met.
According to him, under the current structure, teachers could only move up to Director Two if any of the following conditions occurred:
- Retirement of a district director,
- Resignation of a district director, or
- The unfortunate death of a district director.

“If none of these conditions are fulfilled, there is no way you can move from the deputy director rank to director two,” he emphasized.
Earlier, GNAT had threatened a nationwide strike by April 30 over the delay in promoting more than 1,000 qualified teachers. Responding swiftly, President Mahama directed the immediate promotion of all eligible deputy directors of education.
Additionally, Minister Haruna Iddrisu announced the establishment of a committee to create clear guidelines for future promotions and oversee the implementation of a new Professional Teacher Licensing Examination framework.
Musah described the government’s intervention as a critical breakthrough and expressed optimism for lasting change.
“If this time, President Mahama and the Minister have given us this assurance, it is welcome news. We hope that the modalities will be worked out soon, and teachers can eventually rise even to become director general,” he said.
The new reforms are seen as a major step toward improving teacher motivation, career growth, and educational leadership in Ghana.
