President John Dramani Mahama announces the direct payment of allowances for teacher and nursing trainees through the CAGD, eliminating delays and ensuring timely disbursement.
In a landmark announcement during his Thank You Tour of the Northern Region, President John Dramani Mahama revealed that the government has introduced a new measure to ensure the timely disbursement of allowances for teacher and nursing trainees across Ghana.
The allowances will now be paid directly through the Controller and Accountant General’s Department (CAGD), eliminating the persistent delays that have plagued trainees for years.
The announcement, made during a durbar at Jubilee Park in Tamale on Saturday, aims to address a major concern among teacher and nursing trainees who have often had to endure several months of delays in receiving their monthly stipends.
The move will now ensure that the allowances are paid in a more timely, efficient, and consistent manner, much like the salary payments made to other government employees.
End to Delayed Allowances for Trainees
President Mahama, in his address, assured the trainees that this new system will bring an end to the often frustrating delays in allowance payments.
He stated, “From now on, teacher and nursing trainees’ allowances will be paid through the Controller and Accountant General’s Department, just like government workers’ salaries. This means no more delays or uncertainties surrounding the disbursement of allowances.”
For many years, nursing and teacher trainees across Ghana have faced challenges in receiving their monthly allowances, which are vital for their daily sustenance, including transport, feeding, and study materials.
The delays have not only caused financial strain on the trainees but have also hindered their academic progress and focus on their professional development.
This new initiative, which has been incorporated into the 2025 Budget, is set to provide relief to thousands of trainees who will now receive their stipends on time and without unnecessary delays.
Policy Commitment and Infrastructure Development
In addition to the announcement about allowances, President Mahama also provided details about several key policy initiatives in the 2025 Budget Statement and Economic Policy that are geared toward improving the welfare of citizens, particularly students.
Among the notable initiatives, the government has allocated resources for the distribution of free sanitary pads to girls in schools.
The initiative aims to reduce absenteeism among young girls due to menstrual health issues and ensure that they stay in school without interruption. This policy is expected to have a significant impact on female education across the country, especially in rural and underserved regions.
President Mahama also reaffirmed his commitment to completing the Eastern Corridor Road project, which he described as critical to improving transportation infrastructure and boosting economic activity across the country.
The road project is expected to enhance connectivity between the northern and southern regions, fostering trade, commerce, and mobility for Ghanaians.

Security Concerns and Regional Development
During his visit, the Northern Regional Minister, Ali Adolf John, raised concerns regarding the recurring security challenges along the Eastern Corridor.
The Minister proposed the establishment of a military barracks in Yendi as a way to address these security issues. Such a facility would help the government bolster its security presence in the region, particularly in areas prone to conflict and unrest.
President Mahama acknowledged the security challenges and assured the Minister that the government would consider the proposal, emphasizing the importance of ensuring the safety and well-being of citizens across the country.
