📌 How the Agreement Was Reached
Initially, Organized Labour had demanded a 60% salary increase to reflect inflation and economic hardship. However, following deliberations, they scaled down their demand to 35%.
The Minister of Finance, Dr. Cassiel Ato Forson, had initially offered an 8% increase, which was rejected by labour representatives.
After tense negotiations, President John Dramani Mahama personally intervened in the meeting on Thursday, February 20, 2025, and successfully convinced labour leaders to accept a 10% increase. He assured them that the government was working on long-term solutions to improve salaries in the coming years.
“Labour has gone through a lot, obviously, with the Ghanaian economy, but we recognize that this is a year where we all must sacrifice. I thank labour for sacrificing,” – Dr. Cassiel Ato Forson, Minister of Finance

In addition to the salary increment, the National Tripartite Committee has also approved a 10% increase in the National Daily Minimum Wage.
New Minimum Wage Details
🔹 Old Minimum Wage (2024): GH₵19.97
🔹 New Minimum Wage (2025): GH₵21.97
🔹 Percentage Increase: 10%
The government justified this increase by citing:
✅ High Cost of Living – Rising food prices and transportation costs
✅ Inflationary Pressures – Government aims to keep inflation below 8%
✅ Economic Recovery Efforts – Reviving the economy while maintaining wage growth
“The public standing joint negotiation committee has concluded negotiations for the 2025 Single Spine Salary Structure base pay. It is agreed that the Single Spine Salary Structure has been increased by 10% across the board from January 1, 2025, to December 2025,” – Dr. Rashid Pelpuo, Minister for Labour, Jobs, and Employment
📌 Impact of the 2025 Salary Increment on Public Sector Workers
🔹 💰 Increased Take-Home Pay: Public sector workers will experience moderate relief in earnings.
🔹 📈 Inflation Concerns: The 10% increment may not be enough to match the rising cost of living.
🔹 🏛️ Government’s Fiscal Plan: The Finance Ministry hopes to manage wage bills efficiently while focusing on economic stability.
🔹 ⚖️ Mixed Reactions from Labour Unions: Some union leaders expressed gratitude for the increase, while others felt more should have been done.
📌 What’s Next? Future Salary Adjustments & Economic Projections
🔹 Potential for Mid-Year Review: If economic conditions worsen, labour unions may call for further adjustments.
🔹 Government Cost-Saving Measures: Efforts to reduce government expenditure could influence future salary negotiations.
🔹 Long-Term Salary Reforms: The Fair Wages and Salaries Commission (FWSC) is expected to work on a new salary framework for the coming years.
📌 Conclusion: What This Means for Workers in Ghana
The 2025 salary increment of 10% offers some relief to public sector workers, though many labour unions had hoped for a higher increase.
With the National Daily Minimum Wage also increased by 10%, Ghanaian workers in both formal and informal sectors can expect some financial cushion as they navigate economic challenges.
However, with inflation concerns and economic pressures still looming, many will be watching closely to see whether the government introduces further interventions to improve workers’ purchasing power.
