The Ghana Education Service (GES) has clarified that its recent directive on administrative procedures does not prevent teachers from expressing their views or exercising constitutional rights, including lawful demonstrations.
The GES has issued a press statement to clarify the intent of its recent internal circular concerning administrative procedures within the Service, following widespread public discussion.
The circular, titled “Management Reinforces Respect for Administrative Structures and Professional Conduct,” was addressed to all Regional Directors of Education and referenced GES/DD-G/Q&A/26/134.
Directive Not Intended to Silence Teachers
According to management of the , the directive does not prohibit teachers from expressing their views or raising concerns about issues affecting them.
The Service explained that teachers, like all citizens in , retain their constitutional rights, including engaging their unions and participating in lawful advocacy and demonstrations.
Management therefore indicated that the circular should not be interpreted as an attempt to restrict teachers’ rights.
Purpose of the Directive
GES stated that the directive was issued primarily to re-emphasise the long-established administrative structure that governs the operations of the Service.
Under this structure, concerns raised within the education system are expected to follow a defined chain of communication. Issues originating at the school level are first addressed by the Head of School, after which unresolved matters may be escalated to the District Directorate, then the Regional Directorate, and eventually to the national headquarters in .
Management noted that the structure has guided the operations of the Service for decades and is designed to ensure that concerns are handled fairly, efficiently, and with the appropriate context at each level.

The also assured teachers, unions, and other education stakeholders that ongoing issues relating to recruitment, salary payments, and arrears remain under active consideration.
Management said efforts are underway to address these matters and that further updates will be communicated in the coming days.

In its concluding remarks, GES called on staff across the Service to remain calm and continue to demonstrate professionalism in the discharge of their duties.
The Service emphasized that constructive engagement through the appropriate administrative channels remains the most effective way to address concerns within the education sector.
