Teachers Express Growing Frustration Over Unpaid Allowances

Teachers in several regions have raised serious concerns following the inability of the Controller and Accountant-General’s Department (CAGD) to disburse their expected allowances for November 2025. Many educators say they were hopeful after validation reflected the Teacher Professional Allowance, also known as the Continuous Professional Development Allowance, yet the funds did not appear in their bank accounts.Educators describe the situation as worrying, especially at a time when rising living costs and increased responsibilities in schools already place significant financial strain on teachers.

Allowance Deferred After Technical Issues

According to payroll insiders, the allowance was processed during validation but withheld during the final disbursement stage due to a technical error within the CAGD system. The issue affected the merged Continuous Professional Development Allowance and the Complementary Instruction Digital Support Allowance that were scheduled for payment in November.Officials have stressed that the allowance has not been cancelled. It has only been deferred until the technical challenge is resolved.

Teachers Demand Clear Communication

They argue that clear communication from both the Ghana Education Service and the CAGD would have reduced anxiety and speculation.Several teachers noted that delays of this nature disrupt their financial planning, particularly as the end-of-year period approaches.

Education Analyst Ferdinand Ellis Calls for Improved Transparency

Education blogger and analyst Ferdinand Ellis has confirmed the delay, explaining that the allowance indeed passed validation but failed to process during the final run. He described the situation as a purely administrative setback that requires prompt communication from authorities to avoid unnecessary tension within the teaching workforce.Ellis added that a formal statement from the Controller and Accountant-General’s Department is expected soon to outline the next steps and to assure teachers of the allowance’s release.

GES and CAGD Expected to Issue Clarification

Officials from both institutions are preparing to explain the technical challenge and provide a new timeline for payment. Teachers are encouraged to monitor official channels as consultations continue.For now, regular November salaries remain unaffected and are being disbursed according to the 2025 payroll schedule.
