The Ministry of Finance has authorized the release of GH¢43.07 million to settle outstanding arbitral awards owed to members of the Colleges of Education Teachers Association of Ghana (CETAG), covering allowances and compensation approved by the National Labour Commission.
The Ministry of Finance has formally authorized the release of GH¢43,077,890.22 to settle long-standing outstanding issues involving the Colleges of Education Teachers Association of Ghana (CETAG).
The authorization, dated 26 January 2026, follows earlier correspondence from the Ministry of Education dated 4 November 2025, requesting the release of funds to address obligations arising from arbitral awards issued in favour of CETAG.

Breakdown of the Approved Payments
According to the official release signed by the Deputy Minister for Finance, Hon. Thomas Nyarko Ampem (MP), the approved amount covers three key outstanding claims:
1. All-Year-Round Work Compensation
An amount of GH¢1,818,626.22 remains outstanding from a total award of GH¢6,355,771.88 granted by the National Labour Commission (NLC) on 2 May 2023. The balance follows an earlier partial payment released by the Controller and Accountant-General’s Department.
2. Book and Research Allowance Top-Up (2023/2024)
A total of GH¢41,222,024.00 has been approved for the payment of Book and Research Allowance top-up for CETAG members for the 2023/2024 academic year, as awarded by the NLC.
3. Akrokerri College of Education Allowance Arrears
An additional GH¢37,240.00 has been approved to settle delayed Education Research Allowance top-up owed to staff of Akrokerri College of Education for the 2022/2023 academic year, arising from late submission of data by the college.
Funds Charged to 2026 Education Compensation Vote
The Ministry directed that the total expenditure of GH¢43.07 million be charged to the Compensation of Employees Vote of the Ministry of Education for the 2026 financial year, in line with the approved warrant.

In the same communication, the Chief Director of the Ministry of Education was reminded to ensure full compliance with the Public Financial Management Act, 2016 (Act 921), the Public Procurement Act, and all related financial regulations in the execution of payments covered by the release.

The release marks a critical step toward resolving persistent industrial concerns within the colleges of education sector, particularly those linked to delayed allowances and compensation for additional academic duties performed by teacher educators.
CETAG members have consistently argued that delayed payments undermine morale and instructional quality across public colleges of education nationwide.
