GNAT Updates Teachers on Salary Activation, Promotions, and Placements After GES Meeting
The Ghana National Association of Teachers (GNAT) has shared key updates with its members following a meeting with the Ghana Education Service (GES) on April 25, 2025. The meeting focused on burning issues affecting teachers across the country.
Key Outcomes:
1. Salary Reactivation
Out of 1,579 teachers who applied for salary activation, GNAT confirmed that 1,417 have successfully had their salaries activated. The remaining 162 cases are still being processed.
2. Promotion and Placement
Management acknowledged the hardships caused by delays in salary reactivations and promotions and assured staff that practical measures are underway. Collaborating with the Public Services Commission, Controller and Accountant-General’s Department (CAGD), and other bodies,
GES indicated that outstanding 2023 promotions will be processed by the end of May 2025, ensuring that affected staff are placed on their rightful salary scales. Regional Directors are required to submit confirmation of completed promotions by May 2, 2025.
Management warned that failure to comply with the directive would be met with serious consequences.
3. Lower Rank Promotion
All 16 regions have now submitted the required data for lower rank promotions. The placement process for these promotions is scheduled for May 2025.
4. Upgrading of Teachers Returning from Further Studies
The meeting also highlighted a significant delay in the upgrading of teachers who returned from further studies, many of whom have not been upgraded since 2023. Discussions are ongoing to address this.
GES has already made significant progress:
- 1,579 salary reactivations were submitted to CAGD between January and March 2025.
- 4,177 salary reactivation letters were issued.
- 40,458 of the 54,227 staff who passed the 2024 promotions were placed on their new ranks.
- 162 cases are currently still being worked on.

Expressing Gratitude to the President
The teacher unions expressed their appreciation to President John Dramani Mahama for several initiatives:
– 20% Allowance for Teachers in Deprived Areas:
Payment processes will commence in May 2025, following the President’s pronouncement.
– Decoupling of Director 2 and Director 1 Ranks:
This move clears the way for more deputy directors to move upward without being tied to political appointments at the district level.
– Supply of Sanitary Pads to Female Learners:
GNAT also commended the President for launching this welfare initiative, aimed at improving menstrual hygiene and educational access for girls.
GNAT assured its members that the unions, in collaboration with relevant parties, are working tirelessly to finalize discussions on all remaining issues.
“We shall not fail you,” pledged Thomas T. Musah, General Secretary of GNAT.
GNAT reported that 50,458 teachers who passed the 2024 aptitude test for promotion have been placed on their correct salary grades as of April 2025. Outstanding cases, including a backlog from 2023, are expected to be addressed by May 2025.
“We must work as a team with dedication to resolve these challenges to enhance the welfare of our staff for quality service,” the statement emphasized.
