GES Engages Private Schools to Support Free SHS Programme

GES seeks collaboration with private schools to ease congestion in public SHSs and support the Free SHS programme, with potential plans to phase out the double-track system.


Accra, Ghana – 14 May 2025
The Ghana Education Service (GES) is exploring strategic collaboration with private schools to strengthen the implementation of the Free Senior High School (Free SHS) programme and ease congestion in public schools.

High-Level Meeting in Accra

The Director-General of GES, Prof. Ernest Kofi Davis, led a high-level delegation including his deputies, Prof. Smile Dzisi and Dr. Munawaru Issahaque, in a meeting with executives of private school associations in Ghana.

The meeting focused on the potential utilisation of private school infrastructure as part of the government’s plan to reduce overcrowding and phase out the double-track system in public senior high schools.

Private Sector Ready to Support

Executives from the Ghana National Association of Private Schools (GNAPS) and the Conference of Heads of Private Second Cycle Schools (CHOPSS) welcomed the initiative, expressing strong willingness to support GES in profiling private institutions for potential student placement under the Free SHS policy.

“Our schools are ready. We believe this partnership can enhance access to quality education while ensuring equity,” said a GNAPS representative.

FSHS Secretariat Endorses Initiative

Hon. Benita Sena Okitey Duah, National Coordinator of the Free SHS Secretariat, also attended the meeting and commended the proactive approach. She emphasised the importance of public-private partnerships in achieving long-term sustainability for the Free SHS initiative.

GES is expected to undertake an assessment and verification process of interested private schools to ensure compliance with national education standards ahead of possible integration into the Free SHS placement system.
