The Ghana Education Service and CAGD have confirmed that November 2025 salaries will be paid on schedule, but the CPD Allowance has been deferred due to technical issues. Education analyst Ferdinand Ellis explains the development.
GES, CAGD Confirm Salary Payment but Delay CPD Allowance
The Ghana Education Service (GES), in collaboration with the Controller and Accountant-General’s Department (CAGD), has confirmed that salaries for November 2025 will be paid on 24 November 2025, in line with the official 2025 salary and wages calendar.
However, the Teacher Professional Allowance, also known as the Continuous Professional Development Allowance (CPDA), which was merged with the Complementary Instruction Digital Support Allowance (CIDSA) for payment this month, has been withheld due to a technical processing error.
According to internal sources at the CAGD, the allowance was fully validated during the standard payroll checks, but a system error affected its final processing. The situation is currently under review, and a new payment date will be announced once the issue is rectified.
Allowance Not Cancelled, Only Deferred
The GES has emphasised that the CPD Allowance has not been cancelled. The adjustment is a temporary deferral pending resolution of the technical problem identified at the CAGD level. All other statutory salaries and approved allowances will be credited to the accounts of teachers and non-teaching staff as scheduled.
Education Analyst Ferdinand Ellis Confirms the Development
Ghanaian education blogger, curriculum specialist, researcher and analyst Ferdinand Ellis has confirmed that despite appearing during validation, the CPD Allowance was not released due to an unexpected technical challenge at the Controller and Accountant-General’s Department. He added that GES and CAGD are preparing an official statement to provide further clarity to staff across the country.

GES urges all staff to remain calm as the issue is being resolved. An official communication from the Controller and Accountant-General’s Department is expected in the coming days.
