 The Fair Wages and Salaries Commission (FWSC) has invited government and organized labour representatives to begin discussions on the 2026 National Base Pay, aimed at ensuring equity, fairness, and sustainability in Ghana’s public sector pay system. 

FWSC Commences 2026 Base Pay Talks

The Fair Wages and Salaries Commission (FWSC) has officially invited representatives of the Government Team and Organized Labour to a meeting to begin negotiations on the 2026 National Base Pay.The meeting is scheduled for Friday, October 31, 2025, at 10:00 a.m., and will take place at the Ghana Employers Association Conference Room in Accra. 

Purpose of the Negotiation

According to the letter signed by Dr. George Smith-Graham, Acting Chief Executive of the FWSC, the discussions aim to determine the National Base Pay for the 2026 financial year in line with the Commission’s mandate and the government’s broader public sector pay policy.The process forms part of Ghana’s structured consultative approach to promote equity, fairness, and sustainability within the public sector compensation framework. 

FWSC Encourages Full Participation

The Commission emphasized that participation from all stakeholders—both government and labour—is critical for a smooth and productive negotiation process. It also urged punctuality and cooperation from all parties to ensure a balanced and transparent outcome that reflects the economic realities of the country. 

Background

The base pay negotiation process is an annual exercise under Ghana’s Single Spine Pay Policy (SSPP), which governs salary adjustments for public sector workers. The 2026 negotiations come amid growing calls from labour unions for salary increases to cushion workers against inflation and rising living costs.
