GNAT, NAGRAT and PRETAG have strongly criticised the Controller and Accountant-General’s Department over delayed CPDA and CIDSA payments for November 2025. The unions demand swift intervention from the Education Minister.Unions Register Strong Displeasure Over Non-Payment of Allowances
Three major teacher unions, the Ghana National Association of Teachers (GNAT), the National Association of Graduate Teachers (NAGRAT), and the Pre-Tertiary Education Teachers Association of Ghana (PRETAG), have expressed deep dissatisfaction with the Controller and Accountant-General’s Department (CAGD) following the announcement of delays in two key allowances scheduled for November 2025.In a letter dated 26 November 2025 and addressed to the Minister for Education, the unions criticised the CAGD’s inability to honour payments for the Continuous Professional Development Allowance (CPDA) and the Complementary Instruction Digital Support Allowance (CIDSA).According to the unions, the delay contradicts the 2024 Collective Agreement, which clearly states that the allowances must be paid in November each year.Unions Call for Immediate Ministerial Intervention
The unions urged the Minister for Education to ensure immediate payment of the affected allowances, stressing that the situation must be resolved without delay to prevent unnecessary tension within the labour front.They further noted that the issue reflects poorly on the Ministry of Education, the Ministry of Finance, the Ghana Education Service (GES), the Fair Wages and Salaries Commission (FWSC), and the CAGD itself.Background to the Tensions
The CAGD earlier issued a public statement confirming a technical hitch during the November payroll run, which forced the department to pause payment of the two allowances. The Department assured that the outstanding amounts would be paid together with December salaries on 18 December 2025.However, teachers across the country have raised concerns, arguing that the delay disrupts financial planning and violates the existing agreement.Labour Front Growing Anxious
