Parliament Passes Bill to Establish University of Engineering and Agricultural Sciences

Mahama Announces GH₵1.5 Billion Teacher Housing Fund at GNAT Conference

Parliament has passed the University of Engineering and Agricultural Sciences Bill, 2025, paving the way for the establishment of a new public university focused on science, agriculture, and innovation in Ghana.

Parliament in Ghana has passed the University of Engineering and Agricultural Sciences Bill, 2025, clearing the legal path for the establishment of a new public university aimed at advancing science, technology, and agricultural development.

The passage of the Bill marks a significant step in government efforts to expand access to specialised higher education and strengthen Ghana’s capacity in engineering and agricultural sciences.

Minister Highlights Governance and Accountability

Moving the motion for the Second Reading, the Minister for Education, Haruna Iddrisu, explained that the Bill goes beyond the mere establishment of the institution.

He noted that the legislation provides a clear framework to:

Strengthen governance structures

Clarify institutional arrangements

Promote academic freedom

Ensure inclusivity within the university system

Enhance transparency and financial accountability

According to the Minister, these provisions are essential to ensuring that the new university operates efficiently and meets both national and global standards.

Focus on Science, Innovation, and Agriculture

The proposed University of Engineering and Agricultural Sciences is expected to play a critical role in addressing Ghana’s development needs, particularly in areas related to food security, industrialisation, and technological innovation.

Education analysts suggest that the institution will contribute to bridging the skills gap in engineering and agriculture, sectors widely regarded as central to economic transformation.

Expanding Ghana’s Tertiary Education Landscape

The establishment of the university forms part of broader efforts by the Government of Ghana to expand the country’s tertiary education infrastructure and improve access to specialised programmes.

It is also expected to complement existing universities by offering industry-relevant training and research opportunities tailored to national priorities.

Next Steps

With the Bill now passed, attention is expected to shift to implementation, including the formal establishment of the institution, appointment of leadership, and development of academic programmes.

Further details regarding location, admission timelines, and programme offerings are expected to be announced in due course.
