NaCCA has clarified concerns over SHS curriculum content, assuring teachers, parents, and students that no LGBTQ topics are included in Ghana’s approved syllabus.


The National Council for Curriculum and Assessment (NaCCA) has clarified that Ghana’s approved Senior High School curriculum does not contain LGBTQ-related content, following public concerns linked to a teacher manual.

NaCCA Clarifies SHS Curriculum Content

In a press release dated January 13, 2026, NaCCA and the Ministry of Education stated that no such content exists within the officially approved national curriculum used in Senior High Schools.

 

The clarification affects teachers, students, parents, and school administrators nationwide. According to NaCCA, the controversy stems from confusion between the national curriculum and teacher manuals, which serve different purposes in curriculum delivery.

Difference Between Curriculum and Teacher Manuals

NaCCA explained that the national curriculum is the official policy document that outlines mandatory areas of learning for students.

 

Teacher manuals, on the other hand, are supplementary instructional guides meant to support teachers and are not compulsory for curriculum delivery. The Council stressed that teachers can fully implement the approved curriculum without relying on any specific teacher manual.

Review of Physical Education and Health Teacher Manual

NaCCA disclosed that during an internal review of the Year 2 Physical Education and Health (Elective) Teacher Manual for Senior High Schools, certain definitions were found to be inconsistent with Ghanaian cultural values, norms, and biological understanding.

 

As a result, a revised version of the manual has been released and made publicly accessible. Steps are also being taken to withdraw printed copies of the earlier version from circulation.

Commitment to National Values

NaCCA reaffirmed that the Government of Ghana has no intention of promoting or introducing LGBTQ content at any level of the education system.

 

The Council stated that Ghana’s curriculum remains anchored in the country’s socio-cultural values, constitutional principles, and child-centred development goals.

 

The statement urged the public to ground discussions on curriculum matters in verified facts, assuring stakeholders of transparency and responsiveness in curriculum development and review processes.
