The Ghana Tertiary Education Commission (GTEC) has issued a strong warning to university managements against unreasonable academic fee increases, following public concern over the University of Ghana’s reported 25 per cent fee hike for the 2025/2026 academic year.

The Ghana Tertiary Education Commission (GTEC) has issued a stern warning to managements of public and private universities against what it describes as unreasonable and unjustified increments in academic fees.

 

The warning follows intense public reaction to reports of a 25 percent increase in academic fees at the University of Ghana (UG) for the 2025/2026 academic year, which sparked concern among students, parents, and education stakeholders nationwide.

Regulator Signals Zero Tolerance for Arbitrary Fee Hikes

GTEC, the statutory body responsible for regulating tertiary education in Ghana, cautioned that universities do not have unfettered authority to increase fees at will, stressing that all increments must comply with approved guidelines and regulatory oversight. According to the Commission, fee adjustments must be:

  • Reasonable and evidence-based
  • Properly justified with cost breakdowns
  • Approved through the required regulatory processes
  • Communicated transparently to students and the public

Any institution found to be acting outside these frameworks risks sanctions.

 

Protecting Students and Access to Higher Education

Education analysts note that GTEC’s intervention reflects growing concern over the impact of rising tertiary education costs on access and equity.

 

A sharp increase in fees, particularly in public universities, risks excluding qualified students from low- and middle-income households and undermining Ghana’s broader human capital development objectives. GTEC emphasised that student welfare and affordability must remain central considerations in all financial decisions taken by university managements.

 

UG Fee Increase Remains Under Scrutiny

The University of Ghana has already clarified that the reported 25 percent increase is largely driven by SRC and third-party charges, not solely by university-imposed academic fees.

 

Nonetheless, the development has placed UG’s fee structure under national scrutiny and has prompted renewed calls for clear itemisation and transparency across all tertiary institutions.
