The Government of Ghana has delivered the largest education budget in five decades, with GH¢9.1 billion allocated to basic education, GH¢564 million for textbooks, and GH¢3.5 billion for Free SHS. The Ghana Education Service (GES) hails the move as a milestone for foundational learning and equity.
Government Sets Historic Education Budget
The Government of Ghana, under the leadership of President John Dramani Mahama and the Minister for Education, Hon. Haruna Iddrisu, has delivered the largest education budget in 50 years.
The Ghana Education Service (GES) has expressed deep appreciation for what it calls a restoration of genuine commitment to education, particularly at the basic and foundational levels.
During the President’s media encounter on Wednesday, September 10, 2025, education featured prominently as a central theme, reaffirming its role as a cornerstone of national development.
GH¢9.1 Billion for Basic Education
For the first time in five decades, basic education has received GH¢9.1 billion in budgetary allocation.
According to GES, this investment represents a major turnaround in prioritising foundational learning, which has long suffered neglect despite being the most critical stage of every child’s education journey.
GES pledged to channel the funds towards ensuring that every Ghanaian child receives quality early years’ education.
GH¢564 Million for Textbooks
The government also announced a record GH¢564 million allocation for the procurement of textbooks under the new curriculum.
This includes GH¢415 million from GETFund, marking the largest single investment in teaching and learning materials in Ghana’s history. GES noted that this intervention would directly support teachers and learners, bridging gaps in access to quality resources.
Free Sanitary Pads for Girls
To improve attendance and retention of girls in school, the government has rolled out the free distribution of sanitary pads nationwide.
Districts such as Ada West, Gushegu, Ga East, Ejura, Ga West, and Ledzokuku have already benefited, with a nationwide rollout underway. GES emphasised that the initiative addresses menstrual-related absenteeism, ensuring that girls are not denied equal access to education.
GH¢3.5 Billion for Free SHS
The Free Senior High School policy received its highest allocation ever, with GH¢3.5 billion under GETFund earmarked in the 2025 budget.
This funding is expected to strengthen feeding services, improve learning conditions, and accelerate the government’s commitment to abolish the double-track system that has challenged implementation in previous years.
Improved Feeding in SHS
Feedback from students, teachers, and parents suggests significant improvements in the school feeding programme at the senior high school level. The government has adjusted its approach to enhance quality and consistency, with GES pledging to maintain dialogue with stakeholders for further refinements.
Education as a Driver of National Transformation
Although the 2025 Education Budget was appropriated only five months ago, there is already evidence of progress across the sector. GES has reaffirmed its commitment to implement the government’s vision, describing education as the engine of national growth and social transformation.
