The Ghana Education Service has opened registration for non-professional teachers to pursue a subsidized Post Graduate Diploma in Education to meet NTC licensing requirements.
GES Opens Professional Upgrade Programme for Non-Professional Teachers
The Ghana Education Service has introduced a national pathway to support non-professional teachers to achieve full professional status, following a directive from the National Teaching Council dated 24 October 2025.
The internal communication, signed by the Acting Deputy Director-General (Management Services), Prof. Smile Dzisi, outlines new steps required for all unlicensed teachers to comply with the Education Regulatory Bodies Act 2020 (Act 1023).
NTC Licensing Requirements Still in Force
The Education Regulatory Bodies Act mandates that no individual may serve as a teacher without registration and licensing by the National Teaching Council.
Section 67(1) of Act 1023 states that a person may only practise as a teacher when registered in accordance with the law.
The NTC, which began issuing licenses to professional teachers in 2021, has now rolled out a subject-based licensing system for all teachers nationwide. The exercise continues and applies equally to non-professional teachers.
Fast-Track PGDE Programme Introduced
To widen access to full certification, the NTC has partnered with four universities to offer a fast-track Post Graduate Diploma in Education (PGDE). The participating universities include:
- University of Cape Coast (UCC)
- University of Education, Winneba (UEW)
- Akenten Appiah-Menka University of Skills Training and Entrepreneurial Development (AAMUSTED)
- University for Development Studies (UDS)
The entire programme comes at a subsidized cost of Five Thousand Ghana Cedis.
Programme Duration and Financial Support
The PGDE will be run during the next school vacation, spanning a period of sixteen to twenty weeks.
Transforming Teacher Education and Learning (T-TEL) has also agreed to offer financial support for applicants who are below 35 years of age, giving younger teachers additional access to professionalisation.
