Use Capitation Grant to Fund Your Third Term Exams – GES to Teachers

Headteachers in the various public basic schools are expected to use their Capitation grants to organize this term’s (Third Term) Examination for the Pupils.

This has become the latest directive from the Ghana Education Service regarding the  third term examination for public basic schools.

The Director General of the Ghana Education Service,Prof. Kwesi Amankwah gave this directive in a letter dated July 5,2019 and sighted by EducationGhana.net.

The letter copied to all regional directors of education,indicated ,the Ghana Education Service has commenced a process to procure equipment for the printing of Examination papers in the Basic Schools.

”However as management of the GES explained in a recent meeting with the National Executives of Conference of Directors of Education (CODE) and Conference of Heads of Basic Schools (COHBS),the equipment may not be ready for use during the end of term/year examination as envisaged” He said.

Management therefore arranged that the following interim arrangement be used to ensure the smooth and successful organization of the end of term/year examinations;

Firstly ,the GES said capitation grants should be used to conduct the third term examination.

Secondly,the District Directors of Education are expected to request for quotations from  their districts using Request for Quotations(RFQ) method, in accordance with the procedures set out in the Public Procurement Act, 2003 Act (663)as ammended ,2016(Act 914)to print the examination papers.

In addition,an estimated amount of GHC3.50p has been indicated to be paid from the Capitation grant across board.

The Director General said the District Directors and the District Exams Committees should work with heads of the schools to harmonize and develop ensure standard set of questions in each subject for their districts as pertained in the mock exams being organized by the districts.

Also,the District Directors are to ensure that heads submit questions set by each teacher to the District Exams Committees for the said harmonization and setting of standard questions in each subject .

Furthermore,the District Directors are to furnish the office of the Director General through the Regional Directors ”Pre-During and Post ” examination arrangements carried out to ensure the smooth running of the examinations.

The letter further indicated,all examintions are expected to begin July 15,2019.

In Conclusion,the Director General emphasized that no pupil should be levied for the examinations being conducted.
