As 2024 approaches its end, public sector workers in Ghana are eagerly awaiting updates on the new Single Spine Salary Structure (SSSS) and the national daily minimum wage for 2025. According to reports, a 9-member committee assigned to review the SSSS has completed its work and is set to present its findings and recommendations to the government.
Key Recommendations for the SSSS Review
The committee’s anticipated recommendations focus on adopting a performance-based approach as a critical factor in determining public sector salaries.
Additionally, the review seeks to address existing salary discrepancies across sectors, such as health and education, ensuring fairness and equity for employees at the same level.
This review aims to modernize the SSSS to reflect current economic realities and motivate workers through a more meritocratic system.
2024 National Minimum Wage and Trends
In 2024, the National Tripartite Committee approved a 22% increase in the National Minimum Wage (NMW), raising the daily minimum wage to GHS18.15. This change equated to a monthly minimum wage of approximately GHS555. Over the years, Ghana’s daily minimum wage has seen marginal growth, increasing from GHS8.00 in 2016 to GHS18.15 in 2024.

Projections for 2025 Minimum Wage
For 2025, the government is expected to announce an updated National Daily Minimum Wage (NDMW), with projections ranging between GHS22.00 and GHS26.00.
- If GHS22.00 is adopted:
- Percentage increase: 18.92%
- Real increase: GHS3.50
- If GHS26.00 is adopted:
- Percentage increase: 40.54%
- Real increase: GHS7.50
Despite these projected increases, workers may not experience a significant improvement in their purchasing power due to rising costs of living.
Implementation Timeline
The new minimum wage is expected to take effect from January 2025, ensuring that public sector workers benefit from revised structures early in the year. However, with the December 7th general elections drawing near, the government is yet to make any official announcements.
The proposed updates to the SSSS and minimum wage will play a critical role in addressing economic challenges, enhancing worker motivation, and ensuring fair compensation for Ghana’s workforce.
