Promoted Teachers Receive Arrears Dating Back to September 2024
In a major development for the education sector, the Government of Ghana has paid long-outstanding promotion arrears to teachers who were elevated to new ranks in 2024. The arrears, covering the period from September 2024 to April 2025, were paid in full alongside the recently approved 10% salary increment for public sector workers.
This long-awaited payment comes as a relief to many teachers who had faced months of financial uncertainty despite having received official promotion letters last year.
“I was promoted last September but didn’t see any change in my salary until now. Finally, it’s been paid with arrears,” a teacher from Central Region said.
10% Salary Increment Paid with January–March Arrears
In addition to the promotion arrears, public sector workers under the Single Spine Salary Structure (SSSS) also received a 10% base salary increase in their April 2025 pay. This increment was implemented with arrears from January to March 2025, as outlined in the 2025 National Budget.
The Controller and Accountant-General’s Department (CAGD) ensured the payroll reflected all agreed adjustments, boosting worker confidence after months of delay.

April’s salary package for public sector workers included:
- 10% salary increase backdated to January 1, 2025
- Three months of salary arrears (January–March 2025)
- Promotion arrears for qualified teachers, dating back to September 2024
Labour Unions Respond
Major labour unions, including the Ghana National Association of Teachers (GNAT) and NAGRAT, acknowledged the payments and urged government to maintain regular and transparent disbursement to avoid future tension.
“We commend the government for honoring its obligations, but going forward, timely payment is key,” a NAGRAT spokesperson said.

The simultaneous payment of promotion arrears and the 10% salary increment represents a significant step in restoring trust and motivation among public sector workers, particularly within the education sector. Teachers across the country have welcomed the development, calling it a long-overdue but crucial intervention.
