High-Level Stakeholders Meet on Basic Education Reforms in Ghana
The Minister for Education, Hon. Haruna Iddrisu, today chaired a high-level partnership dialogue on the Ghana Accountability for Learning Outcomes Project (GALOP) and its Second Additional Financing (AF2) at the Ministry of Education in Accra. The session convened a cross-section of government agencies, development partners, and education-focused institutions to strengthen collaboration and accelerate progress in Ghana’s basic education sector.
Key Stakeholders Present and Engaged
The dialogue drew participation from senior officials of the Ghana Education Service (GES), National Council for Curriculum and Assessment (NaCCA), National Schools Inspectorate Authority (NaSIA), the Ministry of Gender, Children and Social Protection (MoGCSP), National Teaching Council (NTC), GEELAB, and Community of Excellence. Each institution presented insights, updates, and projections related to their mandates under GALOP.
Focus on Data-Driven Reforms and Accountability
In his opening address, Hon. Iddrisu emphasised the government’s unwavering focus on data-driven educational reform. He reiterated that accountability, learning measurement, and equity remain core principles of GALOP’s design and implementation.
“Ghana is committed to ensuring that every child receives quality basic education, regardless of location or background. Our partnerships are central to achieving this mission,” he stated.

GALOP: A National Investment in Learning Equity
GALOP is a results-based education initiative supported by the World Bank, targeting learning poverty and foundational skill development in over 10,000 least-resourced basic schools. The Second Additional Financing (AF2) expands funding to deepen school-level support, improve teacher professional development, and strengthen education service delivery in underserved areas.
Collaborative Contributions Across Sectors
GES presented data on improved teacher deployment and school performance assessments under GALOP, while NaCCA outlined curriculum alignment with foundational literacy and numeracy targets. NaSIA shared inspection outcomes, and NTC discussed teacher professional development metrics. MoGCSP explored inter-sectoral synergies around social protection and education inclusion.
Minister Applauds Development Partners and Stakeholders
Hon. Iddrisu thanked Ghana’s development partners and civil society stakeholders for their sustained technical and financial support. He called for even greater collaboration to meet GALOP’s targets and close Ghana’s learning gaps.
“We are not just reforming the system; we are transforming lives. The children in our most remote communities deserve the best we can offer,” he added.

The dialogue concluded with a joint resolution to strengthen coordination, increase school-level monitoring, and ensure timely disbursement and reporting under GALOP AF2. With stakeholders aligned, the Ministry of Education reaffirmed its resolve to deliver real learning for all Ghanaian children.
