Important Announcement: Submission of 2023 and 2024 Data on Transfer Grant & Other Allowances

The Controller and Accountant-General’s Department (CAGD) has issued an official notice requiring the submission of data for transfer grants and other allowances for qualified staff, in line with the annual budget implementation process. The submission process is essential for ensuring that transfer grants and allowances are paid to staff who meet the eligibility criteria for 2023 and 2024.

The submission is aimed at streamlining the payment of transfer grants and allowances to employees who have been transferred in line with government policies. This will help in managing the finances effectively while ensuring that eligible employees are paid on time.

Guidelines for Submission

To ensure the smooth and correct submission of data, the HR and budget officers in all MMDEs (Municipal, Metropolitan, and District Education Directorates) have been instructed to compile and submit the relevant documents for employees who qualify for the transfer grant and other allowances for the years 2023 and 2024.

Here’s a breakdown of the key points for the submission process:

Who Should Submit?

HR and Budget Officers: These officials are responsible for compiling the data and submitting it on behalf of their respective regions, municipalities, or districts.

Staff Eligibility: Only those staff members who have been transferred according to the guidelines, and who meet the 50 KM mark for eligibility, are eligible for the transfer grant and allowances.

Note: Applicants who requested to be transferred to their current station or whose distance does not meet the 50 KM policy should not be uploaded in the submission portal.

How to Submit the Data:

Access the Submission Portal:

  • Click on the link for submission to fill out the form for each applicant.
  • Sign in with a Gmail account to access and complete the submission form.
  • Upload Documents:
    • For each applicant, upload the documents related to the specified allowance they are eligible for.                                                                                                                                                                                                                                                                                                                                                                             Summary Sheets:
      • Once individual submissions are completed, proceed to upload the summary sheets for each MMDE. These summary sheets should be based on the existing templates used for submitting data on transfer grants and allowances.                                                                                                                                                                                                                                                                                             Ensure All Required Fields Are Filled:
        • Make sure to complete each section of the form accurately. Missing or incorrect data could delay the processing of transfer grants and allowances.
