EducatioGhana| July 15| 2022 COLA: Teacher Unions showed Leadership during COLA Strike – Ellis Ferdinand
Award-winning Education blogger and founder of Education Ghana Media has indicated, that the pre-tertiary teacher unions showed leadership during the two-week Cost of Living Allowance (COLA) Strike.
Ferdinand, who was at the negotiation meetings indicated, that the unions were up to the task in all their decisions prior to the final decision to accept 15% COLA from the government instead of their initial 20% request.
He called on the Unions to continue fighting for their members’ welfare as enshrined in their constitutions as the main purpose for their establishment as Unions.
Ferdinand also appreciated the patience of all teachers who were waiting anxiously for the COLA though it came at a reduced rate.

Background
On Monday, 4th July 2022, the four (4) Unions in Education, namely GNAT, NAGRAT, Teachers’ and Educational Workers Union (TEWU) and Coalition of Concerned Teachers, Ghana, withdrew their services in all the Pre-Tertiary educational space, to back their demand for the Cost-of-Living Allowance (COLA).
This involved both Teaching and Non-Teaching staff.
The government and the organised labour on Thursday, July 14, 2022, have agreed on a 15% payment of Cost of Living Allowances (COLA) to all government workers.
The payment is scheduled to take effect from July 1`, 2022.

AGREEMENT ON COST OF LIVING ALLOWANCE (COLA) THIS AGREEMENT is made this 14th day of July 2022
BETWEEN
The Government of Ghana, represented by the Fair Wages and Salaries Commission (FWSC), Ministry of Finance (MoF), Ministry of Employment and Labour Relations (MELR), Ministry of Education and Ministry of National Security (hereinafter called “The Employer’) of the one part,
AND
Organized Labour comprises Identifiable workers’ Unions and Associations within the Public Service of Ghana (hereinafter called (‘Labour’) of the other part.
Whereas the parties negotiated on the Cost of Living Allowance (COLA) for workers in the Public Service and reached a consensus for 2022 as follows:

TERMS OF AGREEMENT
1. That the Cost of Living Allowance (COLA) will be paid at a rate of 15% of base pay.
2. That the effective date for payment of the COLA is 1 July 2022.
3. That all industrial actions underway and threats of same will be called off immediately and that Labour would return to work forthwith.
IN WITNESS of the Parties herein have set their names and hands this 14th day of July 2022
