EducationGhana, October 14, GNAT: The Ghana National Association of Teachers (GNAT) has cautioned the Controller and Accountant General’s Department (CAGD) to stop intimidating and harassing workers over the acquisition of Ghana Card.
The GNAT in a letter to CAGD dated October 14, 2021, and signed by its general secretary, Thomas Tanko Musah challenged the CAGD to request information about teachers from their employer and not directly intimidating the teachers.
The GNAT indicated, that that the said PUBLIC NOTICE from the CAGD was not only unfortunate but preposterous, egregious and intimidating and that Ghanaian workers would not stand such knee-jerk approaches to solve someone else laissez-faire attitude towards resolving perceived shortcomings and lapses in the system.
”The Ghana National Association of Teachers, GNAT, wants to place it on record, that all the workers in question are Article 190 workers of the Public Services, all of them with their employers.”
”We, therefore, wonder why the Controller and Accountant General would not entreat their employers to facilitate the registration and acquisition of the cards, but rather descend directly on the workers, with the threat that if they don’t obtain the cards within the time given, they will not be paid, effective December 1, 2021.” It said.
”We also wish to emphasize, that it is the onus of the NIA, to ensure all workers secure the NIA cards, so the NIA should liaise with the CAGD, the employers and the workers themselves to have the cards issued them (the workers) and save them (the workers) from being held hostage by the CAGD.”
”We are not happy, that workers would be held to ransom and harassed, as a result of the operational lapses of both the NIA and the CAGD.”
”We wish to further knowledge, the stance of the Ministry of Employment and Labour Relations on the issue; its silence is too loud for comfort, and the earlier we heard from it, the better!” The letter said.

”Once again, we wish to express our indignation and discontent with the PUBLIC NOTICE, and therefore call upon the stakeholders (CAGD, the NIA, the Fair Wages and Salaries Commission, all the Employers under Article 190, the Ministry of Employment and Labour Relations, the Ministry of Finance, the Ministry of Education and Organized Labour) to devise better strategies to have the CAGD’s payroll challenges resolved, and not to do so by subterfuge, using Ghanaian workers as cannon fodder for people’s ineptitude.”
”The Ag. Controller and Accountant General should thus consult with the relevant employers to help facilitate the process, and stop intimidating and harassing the workers; the compelling and compulsive PUBLIC NOTICE would not wash!”
”We wish to sound this note of caution, that should the Ag. Accountant General ignore our concerns and proceed with his threat, we shall meet him with the appropriate response.” The letter Concluded.
Background
The Controller and Accountant-General’s Department (CAGD) has announced that some categories of workers on the government’s payrollshall forfeit their December salaries.
CAGD in a statement issued on October 12, 2021, indicated, that it was collaborating with the National Identification Authority (NIA), to have a harmonized database to facilitate biometric and unique identification of all workers on the government payroll.
The CAGD said its decision is part of the Government of Ghana’s efforts to deliver speedily, secured and verified payroll services to government employees and pensioners while reducing the risk of undeserving payments or claims.
By this notice, all existing and prospective Government workers are to ensure they are registered with the NIA and have obtained their Identity numbers.
