 The eight-member committee established by  President John Dramani Mahama to coordinate the National Education Dialogue has officially submitted its final report, offering a comprehensive reform blueprint that spans all levels of Ghana’s education sector.

The committee, chaired by Professor George K.T. Oduro, former Pro Vice-Chancellor of the University of Cape Coast (UCC), revealed that the report includes 212 stakeholder-informed recommendations across basic, secondary, technical/vocational, and tertiary education, as well as cross-cutting themes crucial to achieving quality and sustainable education.

“This 148-page report captures the collective voice of education stakeholders across Ghana. We believe it provides a forward-thinking roadmap for shaping education for national development,” Prof. Oduro stated during the presentation.

According to Prof. Oduro, the committee’s recommendations are distributed as follows:

  • Basic Education – 31 recommendations

  • Free SHS Policy – 19 recommendations

  • TVET (Technical and Vocational Education and Training) – 27 recommendations

  • Tertiary Education – 29 recommendations

  • Cross-Cutting Quality Education Issues – 77 recommendations

  • Sustainable Financing – 7 recommendations

  • Accountability & Governance – 13 recommendations

  • Research & Evidence Utilisation – 5 recommendations

  • Government and Faith-Based Partnerships – 4 recommendations

“Beyond policy ideas, this report contains actionable steps and a monitoring framework for long-term transformation,” Prof. Oduro emphasized.
