GES Warns School Heads Against Withholding Teachers’ Salaries

🚨 GES Issues Strong Warning on Salary Validation Irregularities in Upper East

The Ghana Education Service (GES) in the Upper East Region has issued a stern warning to Municipal and District Directors and school heads over the growing trend of salary validation lapses that are negatively affecting hundreds of teachers and education workers in the region.

The directive, dated 16th June 2025 and signed by Alice Ellen Abeere-Inga, the Regional Director of Education (UE/R), highlights disturbing patterns where personnel have been unjustly denied their salaries due to flawed or deliberate misuse of the validation system.


⚠️ Key Issues Identified in Validation Process

The GES memo outlines several misconducts and administrative lapses that have contributed to the rising number of salary-related complaints. These include:

  1. Using salary validation as a punishment or tool for “equalisation” among staff.
  2. Failure to add new employees to the management unit after reposting or fresh appointments.
  3. Mislabeling reposted staff as “Unknown” or “Missing Staff” without verification.
  4. Submitting Payment Vouchers (PVs) without proper cross-checking or supporting evidence.
  5. Neglecting to verify dropped names before submission of PVs.
  6. Incorrect classification of staff status, resulting in delayed or withheld salaries.

🔍 GES Demands Accountability from Heads and Validators

According to the memo, any school head or validator found to have unfairly denied a staff member’s legitimate salary will face sanctions. These may include:

  • Salary embargoes until errors are rectified
  • Administrative investigations
  • Disciplinary actions in line with GES codes of conduct

“Let us ensure that the worker who has earned a salary enjoys it at the end of the working month, in the interest of productivity and industrial harmony,” the Regional Director emphasized.

The statement was copied to the Regional Internal Auditor, Labour Unions, and other oversight institutions, reinforcing the seriousness of the issue and the need for transparency.
