CETAG Declares Immediate Indefinite Strike Across All Colleges of Education

The Colleges of Education Teachers Association of Ghana (CETAG) has announced an indefinite nationwide strike effective 24 November 2025 over unpaid allowances, unresolved arrears, and alleged breaches of the NLC arbitral award.

CETAG Announces Immediate Withdrawal of Services

The Colleges of Education Teachers Association of Ghana (CETAG) has directed all its members across the 46 Colleges of Education to withdraw their services effective Monday, 24 November 2025. The announcement follows a memorandum issued by the National Executive Committee (NEC) after an emergency meeting held on 19 November 2025.The directive requires tutors to cease teaching, STS supervision, community service duties, project work vetting, and all academic-related responsibilities until further notice.According to the NEC, the strike is a necessary response to what the association describes as the government’s persistent failure to honour the National Labour Commission (NLC) arbitral award of 2 May 2023.

Key Reasons for the Indefinite Strike

CETAG listed several outstanding concerns that it said have remained unresolved despite repeated engagements and reminders. These include:

1. Unpaid Year-Round Work Compensation

The association says government has failed to pay compensation for additional duties performed in 2022 across 39 Colleges of Education. Only Accra College of Education reportedly received a partial payment.

2. Outstanding Book and Research Allowance Arrears

CETAG cites arrears for the 2023/2024 academic year, in addition to arrears from 2022/2023.

3. Delayed Top-Up Research Arrears

Arrears from the 2021/2022 academic year owed to Akrokerri College of Education remain unpaid.

4. Downgrading of Qualified Tutors

The association also raised concerns about the downgrading of tutors with master’s degrees, describing the situation as a violation of professional dignity and a breach of the Labour Act, 2003 (Act 651).

CETAG Issues Strict Directives to Members

The memorandum instructs all tutors not to:
  • Return to the lecture halls
  • Supervise students on the Supported Teaching in Schools (STS) programme
  • Undertake community service duties
  • Support project work vetting
The NEC insists the strike is lawful and justified given government’s breach of agreements and what it calls disregard for the NLC arbitral ruling.

CETAG Reaffirms Its Commitment

Despite the industrial action, CETAG maintains that its commitment to quality teacher education remains unchanged. The association says members must not be exploited, disrespected, or financially disadvantaged while delivering essential services.Local chairpersons have been directed to ensure full compliance with the nationwide directive.EducationGhana.org will continue to monitor developments and provide updates as discussions progress between CETAG and government stakeholders.
