The United Nations International Children’s Emergency Fund, now officially United Nations Children’s Fund, (UNICEF) 2021 Policy Brief from 14 countries in West and Central Africa has indicated that Ghana Spends more on Secondary than Primary Education in Africa.
The policy brief which was released in October 2021 indicated that Ghana is the only country among 14 sampled in West and Central Africa that spends more on secondary education than primary education.
Pre-Primary Education
The Policy Brief indicated that Ghana spends around 10% of its total expenditure in education on pre-primary education. This stage is known in Ghana as the pre-school level, which is from kindergarten to primary 3.
Primary Education
For primary education, Ghana spends about 23% of its total expenditure on education, making it a little above the pre-school level, making a total of about 33% on pre-school to primary education as of October 2021.
Secondary Education
For Secondary education, Ghana spends a little over 40% of its total expenditure on education on this particular level of education, making it the highest in West Africa.
Tertiary Education
Ghana spends about 20% of its expenditure on tertiary education out of the total expenditure on education and 5% on other education-related expenditures.
General Expenditure
Prior to the COVID-19 pandemic, countries spent very little on pre-primary education: Despite evidence demonstrating the positive effects of high-quality preschool, few countries in WCAR devote resources to pre-primary education.
Among the 14 countries with available data, the average spending on pre-primary education was only 4 per cent of total education expenditures, with sharp variation among countries.
