TM 1 Laptop: Education Ministry exposes Teacher Unions, claims KA Technologies was engaged by the Unions

EducationGhana| November 24| TM 1 Laptop: The Ministry of Education has said that KA Technologies Ghana Limited, the manufacturers of the Teachers Mate 1 (TM 1) Laptop for Pretertiary Teachers had been engaged by the Major Teacher Unions prior to the agreement.
The Ministry spokesperson said this in a statement issued on November 23, 2021, in response to allegations of illegally using KA Technologies to manufacture Laptops for some 350,000 pre-tertiary teachers.
”A request for approval to use Single-Sourced procurement process to engage K.A Technologies Ghana Limited (a company engaged by the teacher unions) for the supply of the laptop computers was made on the 17th of November, 2020 by the then Minister for Education Hon. Dr Mathew Opoku Prempeh” The statement said.
The pre-tertiary teacher unions include (Ghana National Association of Teachers GNAT, National Association of Graduate Teachers-NAGRAT and Coalition of Concerned Teachers -CCT).
”Following the extensive financial requirement of the project, a cost-sharing between the Teacher Unions and MoE was proposed by the teacher Unions in which the MoE was to contribute 70% of the total cost whilst the remaining 30% is to be absorbed by the teacher Unions.” The statement said.
The Agreement
The Ministry said, in September 2020, the leadership of the three teacher Unions with a membership strength of 350,000 sought funding support from the Government of Ghana through the Ministry of Education (MoE) for the procurement and distribution of 350.000 laptops computers for its members.
”Following the extensive financial requirement of the project, a cost-sharing between the Teacher Unions and MoE was proposed by the teacher Unions in which the MoE was to contribute 70% of the total cost whilst the remaining 30% is to be absorbed by the teacher Unions.” The statement said.
” A request for approval to use Single-Sourced procurement process to engage K.A Technologies Ghana Limited (a company engaged by the teacher unions) for the supply of the laptop computers was made on the 17th of November, 2020 by the then Minister for Education Hon. Dr. Mathew Opoku Prempeh.” They said.
”An approval to use the Single-Sourced procurement method to engage KA Technologies for the supply of the computers at a unit cost of GHS 1550 in accordance with Section 40(1) (d) of Act 663 as amended was communicated to the Ministry in a letter dated 20 November 2020.”

”Consequently, an MOU was signed between the Ministry of Education, the Teacher Unions and KA Technologies Ghana Ltd towards the acquisition and supply of the laptop computers.”

Ministry defends KA Technologies
The Ministry said, that, Originally called NSV Ghana Limited, KA technologies Ghana limited is an indigenous private limited liability Company duly registered and incorporated in Ghana under the Companies Act 1963, Act 179 on the 19″ day of October 2016.

”The company had a change of name by a Special Resolution and with the approval of the Registrar of Companies on the 13″ day of May 2020. The company is primarily into the supply, maintenance and repair of ICT devices as well as provision of technical training and development in the application of same.” The Mi9nistry said.

Background

The President of the National Association of Graduate Teachers (NAGRAT), Angel Agbe Carbonu has said that it was not the duty of Teacher Unions to discuss with the government the type of Laptop to be given to teachers.

Angel made this revelation on Dwaso Nsem on Adom 106.3 FM in Accra on September 6, 2021.

During the phone-in discussion, the NAGRAT boss said the majority of teachers were happy with the government initiative to support their work with laptops in the current technological trends in education.
