Revealed: GES’ inability to pay GH¢100 License Fee for Teachers is the cause of controversial CAGD November deductions

EducationGhana|November 23|Teachers License Fee: A letter dated June 8, 2021, on the deduction of GH¢100 from the Continuous Professional Development Allowances of Teachers by the NTC has explained the controversial GH¢100 deductions by the Controller and Accountant General’s Department in November 2021.
The letter indicated, that the Ghana Education Service (Employer) was responsible for the payment of GH¢100 whilst the teachers pay GH¢100 for the teacher license in June 2020 RENEWABLE IN THREE YEARS.
Meanwhile, in June 2021, one year after the deduction, the CAGD deducted another GH¢100 from the teachers Continuous Professional Development Allowances.
It is unsure if the CCAGD was deducting in error or the GHES was yet to pay their side of the bargain since June 2020.

8th June 2020
FURTHER CONSULTATIONS ON LICENSING FEE
At our last meeting at your conference room in the later part of 2019, it was agreed that National Teaching Council (NTC) and the Teacher Unions should further discuss the issue of the in-service teachers’ license fees.
I write to inform you of decisions reached at our meeting on the 2nd of June, 2020. It was agreed that
1. The licensing fee of two hundred Ghana cedis (GHC200.00) is reasonable.
2. Ghana Education Service (GES) staff shall pay one hundred Ghana cedis (GHe100.00) while expecting their employer to pay the difference on their behalf.

3. The one hundred Ghana cedis (GHe100.00) to be paid by the GES staff shall be deducted at source from their Professional allowance via Controller and Accountant General’s Department.
