Legal Advisor for the University of Ghana Students’ Representative Council, Kwame Adusei, says the set up of the committee to draft standing orders for the regulations of virtual GA sittings was not unconstitutional.
The house which has been inactive for some time following the closure of schools amid the COVID-19 pandemic received some backlash from students who see its inactivity as sheer negligence of its constitutionally mandated duties.
In light of this, a five-member committee has been constituted to draft standing orders to facilitate online sittings for the Assembly.
For Kwame Adusei, the decision taken by the Speaker of the General Assembly was constitutionally right and appropriate.
“In my opinion, this decision is not unconstitutional, and my reason is that when you look at article 10 clause 8 of the SRC constitution, it states that the General Assembly shall regulate its own proceedings using such procedures and protocols as may be appropriate and this is so notwithstanding that there are standing orders provided in schedule 8 of the SRC constitution,” he explained.
Speaking on Campus Exclusive on Thursday, May 7, 2020, Kwame Adusei added that the petition which had been presented to the Judicial Board seeking to impeach the SRC President, Issac Agyemang, is still being deliberated upon and the final decision will be communicated to the General assembly for an impeachment trial of the SRC President to either commence or be quashed.
“I have been informed by the registrar of the court the decision of the Judicial Board will be communicated in due time. The ruling of the Judicial Board is going to be one of two ways, either the Board is going to hold that there are grounds to go ahead with impeachment or it is going to hold that there is no prima facie case,” he said.

He added that when the Board rules “that there are valid grounds to go ahead with impeachment, the Chief Justice will then go ahead to forward the petition to General Assembly, and then the General Assembly would have a proper trial for the impeachment of the SRC President.
The House is expected to resume sitting as soon as possible after the committee completes its work and reports back to the house within 5 working days.
