Provision of Allowance to College of Education Trainees meant to make them Committed to the Service – Deputy Minister

The Deputy Minister of Education in charge of Basic and Secondary Education, Dr Yaw Osei Adutwum has said that the purpose of providing Allowances to College of Education Trainees is to keep them Committed to the service.

The Deputy Minister, who was defending the New Patriotic Party (NPP) 2020 Manifesto on Education on Wednesday, September 2, 2020, on Joy News’ Manifesto Tracker Show.

Duration of Bond

Accounting to Dr Adutwum, Trainees from the Colleges of Education are being bonded to accept Postings to deprived Communities in the Country.

The Deputy Minister said the bond is expected to last for three years after which the teacher can apply for transfers.

Teacher deployment deficit

Dr Adutwum indicated that there was a Teacher deployment deficit in the country, of which there was the need to get more Teachers on board to solve the deployment deficit.

He added, that even though Trainees at the Colleges of Education were bonded to accept postings to where their services were needed, there was still a dep0lument deficit which the Deputy Ministry confirmed.

The argument on Allowance Cancellation

There has been Public debate on the need to cancel the Allowance since its purpose has been met.

There are other schools of thought that unlike the historical antecedent, where many people see teaching as their last resort to job seeking, there are many graduates from the Universities who are ever willing to get into the classroom without necessarily going through Colleges of Education for Allowances.

Political Motive

There are some people who argued that the purpose of issuing allowances was purposefully to win votes and not6 ncceari8ly to solve Teacher Deployment Deficit.

They argued that both major Political Parties used the allowance as a means of winning votes from the beneficiaries.
