August 2021 Approved Allowances for University Teachers in Ghana

    MINISTRY OF FINANCE _ APPROVED ALLOWANCES_ UTAG- 6TH AUGUST 2021
    IMPLEMENTATION OF APPROVED ALLOWANCES FOR UNIVERSITIES TEACHERS ASSOCIATION OF GHANA- UTAG.
    1. Reference is made to the Fair Wages and Salaries Commission letter-number FWSC/D/SCR.3/VOL 26/37 and dated 3 January 2021 on the subject above mentioned.
    2. Following agreements so reached between the Government and the University Teachers Association of Ghana (UTAG) on 16th June 2021, approval is, hereby, given for Implementation of the following allowances as set below, effective August 1, 2021:
    ALLOWANCE
    1. Housing Allowance -20% of monthly basic salary
    2. Owner Occupier Scheme -25% of monthly basic salary
    3. Responsibility Allowance -Current rates to be maintained
    4. Entertainment Allowance -Current rates to be maintained
    5. Acting Allowance –
    If the person qualifies, he/she takes the full allowance. However, where not qualified, subject to the approval by GTEC

    6. Transfer Grant (Allowance) -3 months basic salary
    7. Vehicle Maintenance Allowance – Current rates to be maintained
    8. Off-Campus Allowance – Current rates for public universities to apply
    9. Electricity Subsidy – GH 300.00 (25 units at GH#12)
    10. Security & Sanitation Allowance – GH140.00
    11. Fuel Allowance – Government approved rates to apply

    3. All other allowances including those payable using Internally Generated Funds are to remain on the current rates until discussions on the matter are concluded.
    4. By copy of this letter, the Ghana Tertiary Education Commission is to ensure that all public universities comply with the new rates.
    5. Kindly give effect to this approval.

    GHANA TERTIARY EDUCATION COUNCIL _ APPROVED ALLOWANCES
    August 9, 2021
    Dear Sir/Madam,
    IMPLEMENTATION OF APPROVED RATES OF ALLOWANCES FOR THE UNIVERSITY TEACHERS ASSOCIATION OF GHANA (UTAG) .
    The Ministry of Finance in the letter referenced BD/CMU/08/21/SAL.I and dated August 6.

    2021 has communicated approval to rates of allowances negotiated so far between the Government and the University Teachers Association of Ghana (UTAG).


    Please, attached is a copy of the approval letter showing the various allowances and their respective approved rates for your attention and necessary action.


    The effective date for implementation is August 1, 2021. For Universities on Integrated Payroll Processing Department (IPPD), payment will be effected by the Controller and Accountant-General’s Department (CAGD).
