Teacher Unions’ Negotiation with Government: Comprehensive Analysis and Strategic Report

Ellis Ferdinand, an award-winning education blogger, researcher, and curriculum specialist, provides an in-depth analysis of the ongoing negotiation between Teacher Unions and Government officials regarding pending allowances for teachers in Ghana.

The recent meeting between Teacher Unions and Government representatives, including the Fair Wages and Salaries Commission (FWSC), Ministry of Education (MoE), and the Ghana Education Service (GES), held on Monday, April 8, 2024, aimed to address pending allowances demanded by the unions on behalf of teachers.
However, the meeting failed to reach a conclusive resolution, with both parties presenting compelling arguments for their respective positions.

Government’s Stance

Government officials cited critical instances necessitating allowances for teachers but expressed concerns over the feasibility of meeting all demands due to budgetary constraints.
They proposed excluding certain allowances, highlighting that these demands were not initially budgeted for.

Potential Government Strategies

For the next meeting scheduled for Monday, April 15, the government plans to consult with the Finance Ministry and Attorney General for advice. They may propose merging allowances while reducing the requested Continuous Professional Development (CPD) allowance or offering a minimal percentage of base pay on the CPD.

Recommendations for Teacher Unions

Despite economic challenges affecting the relevance of allowances, teacher unions must maintain their stance on behalf of teachers. They should emphasize that no state institution enjoys merged allowances, countering government arguments.
The Teacher Unions must remind the government of the upcoming increase in fares by the GPRTU, the Depreciation of the Cedi, the allocation of extra taxes by the government, and the inflation rate leading to an astronomical increase in the cost of goods and services.
The requests by unions have already been reduced in monetary value by the government’s activities even before the negotiation’s conclusion.

Future Course of Action

If the April 15 meeting remains inconclusive, Teacher Unions may seek advice from the NLC. If the advice proves inadequate, unions may consider resuming strike action in the third term of the academic year.
Conversely, the government may resort to legal means to address the impasse since it has power over the judiciary.
Or better, the NLC may extend their submission date to ensure both parties adequately resolve their differences.

Conclusion

The upcoming meeting is pivotal, requiring strategic arguments from both parties. Teacher Unions must stand firm on their demands while understanding the economic landscape. With careful negotiation and adherence to due process, a mutually beneficial resolution can be achieved.
