Ghana’s Ministry of Education (MoE) has on Wednesday, May 20, 2020, deleted sections from the Pre-Tertiary Education Bill it earlier submitted to Parliament for approval.
The Ghana Education Service (GES) in a letter to all Unions, dated April 20, 2020, and signed by its Director-General, Prof. Kwesi Opoku Amankwa indicated it has been directed by the Hon. Minister of Education, Dr Mathew Opoku Prempeh to inform the Unions that the Ministry, upon reflection, has decided to delete the sections which deal with the decentralization of the Education Service.
The sections according to the Ministry, include; 29,30,31,32,33,34,35,36 and 37of the proposed Pre-Tertiary Education Bill.
This according to the Ministry, is to ensure that other very important aspects of the bill can then be proceeded with at parliament to ensure the final passage of the Bill into Law.
Minority Position on Pre-Tertiary Education Bill
Minority Leader in Parliament Haruna Iddrisu has earlier called on President Nana Akufo-Addo to withdraw the Pre-Tertiary Education Bill from the legislature to allow for a more thorough and broader national consultation on it.
He said there were legitimate and major concerns raised by stakeholders concerning the bill, hence, the need to withdraw it from Parliament and subject it to consultations and discussions by educationists, chiefs, opinion leaders, amongst other interest groups to address the concerns.
Teacher Unions call for Suspension of Bill
Teacher Unions at the Pre-Tertiary Education Level have earlier called on the Chairman of the Parliamentary Select Committee on Education to inform the Parliament of the Republic of Ghana to suspend any further deliberation on the Pre – Tertiary Education Bill.
The Unions, which include the Ghana National Association of Teachers (GNAT), National Association of Graduate Teachers (NAGRAT), Teachers and Educational Workers of Ghana (TEWU) and Coalition of Concerned Teachers Ghana (CCT), have, thus, called on parliament to suspend further deliberations on the education bill.

GES Invites Teacher Unions to an Offsite Meeting
The Ghana Education Service (GES) earlier invited all Pre-Tertiary Education Unions to a one-day offsite meeting on the Pre-Tertiary Education Bill currently before the Parliament of Ghana for Consideration.
The purpose of the meeting is to offer the Unions the opportunity to make relevant inputs into the Bill.
The meeting is scheduled for Thursday, February 27, 2020, at the City Escape located at Airport in Accra.
