Ghana Deepens Commitment to Quality Education with New Learning Tracker

Accra, October 27, 2025 — The Ministry of Education, in collaboration with the United Nations Children’s Fund (UNICEF) and the Hempel Foundation, has officially launched the 2025 Foundational Learning Action Tracker (FLAT) in Ghana.The initiative marks a major step in Ghana’s effort to strengthen literacy, numeracy, and socio-emotional skills among children nationwide, aligning with the country’s educational goals and the Sustainable Development Goals (SDGs).The launch, held at the Accra College of Education, represents a renewed national focus on evidence-based educational policy and accountability for learning outcomes.

Monitoring Progress through the RAPID Framework

The Foundational Learning Action Tracker (FLAT) assesses progress through the RAPID Framework, which focuses on five core areas of action:
  • Reaching every child and keeping them in school
  • Assessing learning levels
  • Prioritizing the teaching of fundamentals
  • Increasing instructional efficiency
  • Developing psychosocial health and well-being
The Ministry noted that the tool will provide the evidence needed to refine education policies, ensure fair resource distribution, and guarantee that every child in Ghana gains essential foundational skills to thrive.

UNICEF Calls for Urgent Action in Foundational Learning

UNICEF emphasized that while strong education policies exist globally, progress in foundational learning remains too slow. The agency highlighted the need for urgent investment in teachers, learning materials, and evidence-based programmes to accelerate results.According to UNICEF, ensuring that every child not only attends school but also learns effectively requires strong classroom systems and teacher support. The organization underscored that national commitments must be matched by substantial investments to transform classroom practices and outcomes.

Ghana’s Role in Global Educational Accountability

The FLAT was first launched globally in 2023 by UNICEF and the Hempel Foundation. The 2025 version expands its monitoring to 124 low- and middle-income countries, tracking government progress on foundational learning commitments.The data from FLAT provides a critical mechanism for educators and policymakers to identify where progress is strongest, where challenges persist, and where targeted interventions are most needed.Ghana’s participation, according to the Ministry of Education, strengthens the country’s accountability in ensuring that “every child learns the basics of literacy, numeracy, and emotional well-being needed for lifelong success.
