Long-Standing Migration Issue Finally Resolved
The Fair Wages and Salaries Commission (FWSC) has successfully resolved the long-standing issue concerning the migration of Colleges of Education staff onto the public universities grade structure.
This development addresses critical concerns raised by the Colleges of Education Teachers Association of Ghana (CETAG).
Background on the Migration Issue
The resolution follows the formation of a Migration Committee on August 29, 2024, by the government to tackle the matter. The committee included representatives from key institutions, including:
- Fair Wages and Salaries Commission (FWSC)
- Ghana Tertiary Education Commission (GTEC)
- Ministry of Finance (MoF)
- Controller and Accountant-General’s Department (CAGD)
- Ministry of Education (MoE)
- National Conference of Principals of Colleges of Education (PRINCOF)
Successful Payment of Beneficiaries
In a statement released on Monday, January 27, 2025, the FWSC confirmed that the migration process has been completed successfully. Payments for the migrated staff were processed through the Controller and Accountant-General’s Department during the January 2025 payment window.
“We are pleased to announce that the outstanding issue of migrating the staff of the Colleges of Education onto the University grades structure has been resolved,” the statement noted.

Research Allowance Update
The FWSC also announced that the research allowance top-up has been paid to all Colleges of Education, with the exception of Akrokerri College of Education, whose payment is still being processed.
This update reflects the government’s commitment to addressing outstanding financial obligations.
Call for CETAG to End Strike
Following the resolution of the migration issue, the FWSC has urged the Colleges of Education Teachers Association of Ghana (CETAG) to end its strike and resume academic activities across the Colleges of Education. The Commission commended the collaborative efforts of stakeholders, including GTEC, MoF, CAGD, MoE, and PRINCOF, in facilitating this resolution.
“We assure CETAG that the government is committed to resolving any post-migration issues that may arise and encourage a harmonious approach to ensuring the smooth operation of the Colleges of Education,” the statement added.
