The July edition of the Education Alert Policy Brief by Africa Education Watch released in July 2023 has indicated that only 22% of Senior High Schools in the Country have functioning Wi-Fi to help in the use of ICT in the schools.
EduWatch indicated that a rapid review of the Ministry of Education’s free Wi-Fi intervention in SHS and education institutions launched in 2020 at an initial cost of GHC 84 million, and a monthly recurrent cost of GHC 6.3 million has not been beneficial to the schools.
The report indicated that a May-June 2023 rapid survey of 150 SHS with a response rate of 92% (138) SHS revealed that about 78% of SHS did not have functioning Wi-Fi with only 22% of SHS having functioning Wi-Fi.
The report further suggested that Of the SHS without functioning Wi-Fi, 55% experienced downtime for about a year whilst Of the SHS without functioning Wi-Fi, 36% experienced downtime for about 6 months.
The findings further revealed that Of the SHS without functioning Wi-Fi, 9% experienced downtime for about 2 years.

Coverage

The Eduwatch report further detailed that Free Wi-Fi, where available and accessible, facilitates research, administrative communication and teaching. However, coverage is restricted to ICT and admin blocks. Teachers can’t access it when teaching in class.

Service Verification Mechanism

Reports suggested there has been no proper service verification mechanism informing monthly payments of GHC 6.3 million, leading to low Value For Money and programme inefficiency.

Recommendation

Eduwatch respectfully requests the Auditor-General to commission a full-scale performance audit into the free Wi-Fi programme to ascertain the efficiency and advise MoE accordingly.

MoE must strengthen monthly service quality verification before paying Busy Internet.
