How to Address Letters Using the Standard Channel of Communication in the Ghana Education Service

When writing letters in the Ghana Education Service (GES) as a teacher or staff member, it is important to follow the standard communication channel. This ensures that your letters are properly endorsed and reach the appropriate recipients within the organization. In this article, we will outline the steps to address letters in the GES and provide some guidelines to follow.

Endorsement by Head of Department

The first indicator when writing official letters to the GES is that, unless otherwise specified, all letters must be endorsed by the head of your department. This means that when submitting letters to the education office, whether you are a teacher in a basic school or a headmaster in a secondary school or technical institution, the letters must be stamped and signed by your headteacher or headmaster as a form of endorsement. This applies to letters such as assurance letters, confirmations, promotions, and other official correspondence.

Addressing Letters in the GES

When addressing a letter in the GES, there are specific guidelines to follow. All letters must be addressed to the Director General through the district and regional education directorates. However, for letters that are for internal use within your school or office, such as disciplinary letters, excursions, permissions, etc., you should address them directly to your district, municipal, or metro education directors.

External Correspondences 

For letters that are going out of the GES, such as applications for responsibility allowances that need to be sent to the Ministry of Finance, the letter must be addressed to the recipient institution through the district, municipal, or metro education directors, the regional education directorate, and finally, the Director General.

This means that the district forwards the letter to the region, then to the GES headquarters, which will then submit the application to the Ministry of Finance for consideration.

Internal Correspondences

It is important to consider where the letter is going when addressing it. If your letter only needs to reach your district, municipal, or metro education offices, there is no need to address all the channels. For example, permission letters or disciplinary letters within the school or office can be addressed directly to the relevant education directors.

However, if your letter needs to reach the regional education office, you should address it through your district, municipal, or metro education directors. This means that it is expected that your district, municipal, or metro education offices will forward the letters on your behalf. In most cases, you should still address the Director General through all channels.

When the letter is going to the GES headquarters, for matters such as promotion, salary, resignation, etc., you should address the Director General through all channels. Letters from the regional levels are also addressed to the Director General. In general, unless otherwise stated, all letters must be addressed to the GES headquarters through the district, municipal, or metro education directors, as well as the regional education directors.

The workers at the various departments are working for and on behalf of the Director General, within the context and structure of the GES organogram.
