The Ghana Education Service (GES) has been challenegd to come clear on its directives regarding the payment and refund of Printing fees in Public Basic Schools.
The call was made by the Cetral Regianal Chairman of the Ghana National Association of Teachers (GNAT).
In a staement issued by the Chairman,he referenced the fall out from the 2nd July meeting between Conference of Heads of Basic Schools (COHBS),
Conference of Directors of Education (CODE) and the Ghana Education Service (GES).
”Teachers have seen a purported “Fallout From CODE and COHBS Meeting with the Deputy Director General M/S” at the GES Headquarters held on the 2nd July, 2019 issued by the National COHBS PRO.” he said.
He continued that teachers found it very difficult to understand how information is relayed from the GES Headquarters down to the various MMDA Directors of Education of late.
”As we speak, the various MMDA Directors of Education have not received any official communique from the DG directing them as to what they are to do from this purported meeting.” He said.
He questioed the directive by the GES to all heads of schools.asking them to print exam papers on credit for later payment.
”Another issue that we find very strange from the purported meeting is when it was reported that the deputy DG told the Public Basic School Headteachers to contact Printers in their Locality to print their question papers on Credit while waiting for the Based Grant.” He said.
He furher indicated his awareness of a directive from the Director General of the GES instructing Regional Directors to inform their Basic Headteachers not to collect any form of levies from the parents of their pupils.
Meanwhile,he questioned the GES directive refering to Credit Printing as its best option.
”Yes, we are aware that the DG issued a letter to all the Regional Directors instructing them to inform their Basic Headteachers not to collect any form of levies from the parents of their pupils.”
”If parents are not supposed to pay anything for their children’s education, why should the Headteachers be made to go for printed question papers on credit? What collateral are they going to use for such adhoc transaction?” He asked.
He therefore appealed to the Director General that if the money for the Term Three Examination is not readily available, then he should not push their Headteachers to be ridiculed by the General Public.
”In fact, we want to appeal to the Director General that, if the money for the Term Three Examination is not readily available, then he should not push our Headteachers to be ridiculed by the General Public once again!” He said.
