CAGD outlines 5 steps to end Ghost Names on Payroll

EducationGhana| June 18| CAGD outlines 5 steps to end Ghost Names on Payroll:

In line with the EXPENDITURE RATIONALIZATION MEASURES announced by the Government of Ghana (GoG) on 19th April, 2022, all Heads of Ministries, Departments and Agencies (MDAs) and Metropolitan Municipal and District Assemblies (MMDAs) have been entreated to take steps to eliminate illegitimate names and the incidence of un-earned salaries from their payroll.

The Controller and Accountant General has therefore directed all MDAS/MMDAs as follows,

1. Undertake the headcount of all the staff in their respective Institutions to validate the existence of persons on the payroll.


2. Use the Electronic Salary Payment Voucher (ESPV) system deployed to them to perform monthly validation of personnel on the payroll.


3. Involve their Internal Auditors in the validation exercise and where necessary, use them to carry out specific physical identification of staff by making reference to their personnel records.


4. Submit a monthly verification report of staff on the payroll together with the feedback from the ESPV system to the Director-General, Internal Audit Agency and the Controller and Accountant General latest by the 15th day of the ensuing month.


The Controller and Accountant-General have also taken steps to deduct at source 30 per cent of the salaries of Ministers of State (Including Deputy Ministers), and District Chief Executives of MMDAS with effect from 1 April 2022 as per the measures announced by the Government.
