2022 COLA not possible to be paid in July, expect it in August -TEWU

The General Secretary of the Teachers and Educational Workers Association (TEWU), Mr Mark Denkyira Kwakye, has said that the Cost of Living Allowance expected to be paid from July 1, 2022, may not be paid at the end of July as expected by workers.

This he explained that might be because of the timing of the announcement and the system of work that happens at the Controller and Accountant General’s Department (CAGD).

Speaking on Adom Tv on July 15, 2022, the General Secretary said the July salary payment might have been already processed to be paid by CAGD and so if they are not able to pay which he believes will not work out, the payment will take effect in August with one-month arrears.

He further assured workers that should the COLA not reflect in July, they should not be surprised since its only institutions with self-accounting that can pay in July due to the fact that CAGD pays a higher number of workers.

Speaking on whether the 15% can be sustained due to the continued increase in inflation, the General said the COLA he believes can sustain the workers, whilst the negotiation for base pay and salary increment for 2023 shall cater for the high-cost opf living in the future.

Background

On Monday, 4th July 2022, the four (4) Unions in Education, namely GNAT, NAGRAT, Teachers’ and Educational Workers Union (TEWU) and Coalition of Concerned Teachers, Ghana, withdrew their services in all the Pre-Tertiary educational space, to back their demand for the Cost-of-Living Allowance (COLA).

This involved both Teaching and Non-Teaching staff.

The government and the organised labour on Thursday, July 14, 2022, have agreed on a 15% payment of Cost of Living Allowances (COLA) to all government workers.

The payment is scheduled to take effect from July 1`, 2022.

AGREEMENT ON COST OF LIVING ALLOWANCE (COLA) THIS AGREEMENT is made this 14th day of July 2022

BETWEEN

The Government of Ghana, represented by the Fair Wages and Salaries Commission (FWSC), Ministry of Finance (MoF), Ministry of Employment and Labour Relations (MELR), Ministry of Education and Ministry of National Security (hereinafter called “The Employer’) of the one part,

AND

Organized Labour comprises Identifiable workers’ Unions and Associations within the Public Service of Ghana (hereinafter called (‘Labour’) of the other part.

Whereas the parties negotiated on the Cost of Living Allowance (COLA) for workers in the Public Service and reached a consensus for 2022 as follows:

TERMS OF AGREEMENT

1. That the Cost of Living Allowance (COLA) will be paid at a rate of 15% of base pay.

2. That the effective date for payment of the COLA is 1 July 2022.

3. That all industrial actions underway and threats of same will be called off immediately and that Labour would return to work forthwith.

IN WITNESS of the Parties herein have set their names and hands this 14th day of July 2022
